GePG control numbers and government payments in Tanzania

Last checked 24 October 2026 · 9 sources

Short answer

The Government e-Payment Gateway (GePG) is the Ministry of Finance system for collecting public money in Tanzania 1. Since the Finance Act, 2017, the Public Finance Act says all public moneys shall be collected through GePG 2. A government body issues a bill with a control number. The payer quotes that number at a bank, on mobile money or in a bank transfer and gets a GePG receipt 3. Some bills accept part payments, others only the exact amount 4.

How to pay a bill

  • Get the bill from the government body. It must show the control number, payer name, amount, service provider code and expiry date 3.
  • Mobile money: choose bill payment, then government payments, enter the control number and amount and confirm with your PIN 3.
  • Bank: pay at a branch or agent of a bank linked to GePG, quoting the control number 3.
  • Bank transfer by TISS or SWIFT: put ROC/ and the control number in field 70 3.
  • Keep the GePG receipt. It shows the receipt number, amount, bill reference and control number 3.

Payment types and mistakes

If too much is paid on a partial or full bill, the payer reports it to the service provider, which refunds under its own procedures 4. If a mobile money payment is wrong, the payer asks the mobile operator for a refund 4. If a payment goes to the wrong control number, the payer files a claim with evidence such as a bank slip or SMS 4.

Bill typeWhat GePG accepts
Partial 4Part payments until the billed amount is reached, within the bill's validity 4
Exact 4Only the billed amount. Less or more is rejected 4
Full 4The billed amount or more 4

Legal basis

Section 44 of the Finance Act, 2017 inserted section 6A into the Public Finance Act. It says all public moneys shall be collected through the Government e-payment Gateway system and makes the accounting officer responsible for this 2. The amendment sets no penalty 2.

The Public Finance (Government e-Payment Gateway System) Regulations, 2019 were issued as Government Notice 143 of 2019 5. The Ministry published a GePG Management Framework in 2018. It says GePG aims to standardise revenue practices and make transactions visible at all stages 7.

Who is connected

The GePG documents page lists service providers and banks connected as of 29 February 2024 8. The 2020 billing guide said mobile money was then open only to bodies with a TZS collection account at NMB 3. Banks and other payment providers join after a procurement process and a standard contract 4.

Audit findings

The CAG information systems report for FY 2024/25 found that periodic reviews of user access rights were not done for GePG and other Ministry of Finance systems in the period reviewed 9.

The report found several public bodies whose systems are not integrated with GePG. It said the Kilimanjaro Airports Development Company billing system needs manual work to generate control numbers before payment 9. It recommended full system-to-system integration 9.
